E.W. "Chip" Lilliewood, Jr.

Vice President for Government Programs and Partners, Dun & Bradstreet Government

Mr. E.W. “Chip” Lilliewood, Jr. is Vice President for Government Programs and Partners at Dun & Bradstreet Government.  The Government Programs & Partners team is responsible for Public Sector business development and identifying qualified partner companies.  


Prior to joining Dun & Bradstreet, Chip was Founder & Chief Executive Officer of Vector Federal Solutions, LLC a Quantico, VA based business solutions provider that specializes in the areas of Programmatics, Analytics, Technology Services and Logistics.  


A retired U.S. Army Colonel, Mr. Lilliewood is a graduate of The Citadel, The Military College of South Carolina.  Chip also holds Master of Science degrees in Logistics Management and Material Acquisition Management from the Florida Institute of Technology as well as a Master of Military Arts and Science from the United States Air Force’s Air University.


With over 25 years of active service, Mr. Lilliewood has served with a multitude of units including the 82ndAirborne Division; the 7th Special Forces Group (Airborne); the 2nd Infantry Division; the 101st Airborne Division (Air Assault) as well as the North Atlantic Treaty Organization (NATO) with tours in Afghanistan and Iraq.  Mr. Lilliewood’s culminating Army assignment was the Director of Sustainment Evaluation, Army Evaluation Center, United States Army Test and Evaluation Command and also served as the Director, National Capital Region Operations.  There he oversaw a highly skilled team of Soldiers, DA Civilians and Army Contractors with responsibility for the Army’s independent, objective and comprehensive evaluation of all Sustainment, Chemical-Biological Defense, Mobility and Engineering materiel systems in the DoD materiel acquisition process including Rapid Acquisition Initiatives accounting for over $1 Billion in Army and DoD Acquisitions.


Mr. Lilliewood is a former Vice President at Logistics Systems, Incorporated, where he established and headed LSI’s Science, Engineering and Technical Services (SETS) Division providing managed services to 7 Federal Agencies including the Department of Defense and the Department of Homeland Security.  Mr. Lilliewood currently serves as a Senior Advisor to the Emerging Technology Consortium (ETC) which is non-profit organization dedicated to creating business partnerships for Historically Black College’s & Universities’ to support Federal requirements


Mr. Lilliewood is a Life Member of Alpha Phi Alpha, Fraternity, Inc., Life Member Citadel Alumni Association, Deputy Scholarship Chair of the Citadel African American Alumni Association (C4A), Life Member and past Charity Board member of American Veterans (AMVETS), and a member of First Mount Zion Baptist Church.
